in its 10th year, the Executive Service Corps Division leverages
the experience and talents of retired and semi-retired executives
from the business, nonprofit and government sectors as volunteers
in a special project to support effectiveness and efficiency in
City of San Diego department operations.
ESC conducts a series of Zero Based Management Reviews (ZBMR) within
specific departmental units identified each year, recommending changes
in systems, processes and procedures, etc.
Nicknamed the ZBMR Project, this work to date by ESC volunteer consultants
has resulted in documented savings of millions of dollars in expenses,
increased productivity, and enhanced the overall efficacy of City
government operations. |
